Does dye change the disc weight?

Nope!

Dye does not change the weight of the disc, as the disc is absorbing the pigment but not adding anything to the composition of the disc. It's similar to leaving a disc out in the sun for a long time and having the color bleached out.

Are they tournament legal?

Yes!

Dye is specifically mentioned as an allowed way to mark a disc. Additionally, the PDGA specifies that a disc can be made illegal by adding a material of detectable thickness, which does not apply to dyes, because they do not add thickness in the way that something like paint would.

Will the dye stay the same forever?

Unfortunately, dyes do fade over time. They can fade in overall color/brightness, and crisp lines will start to blur a bit. The amount of time it takes and how significant the fading is will depend on a lot of factors such as time in the sun, heat, and plastic type. This is one reason that I don't dye baseline/putter plastics - even when they do take dye to some extent, they don't keep the dye definition for very long at all.
